The Biden Administration keeps referring to multiple "tools" at their disposal to address either high energy prices or dwindling supply, but I honestly can't tell which their purporting to address.

My question is: What tools ? If I think like a statist, my mindset is I'm all powerful, so I'll take what I need and give it to who needs it. Is there some type of emergency declaration? Any guesses?
