Electric Vehicles: Should there be a new government mandate?

My two cents: I am 100% against the ethanol mandate and pretty much against anything the government does to try to manipulate the free market. During the first two decades of my career as a CPA and Hess Corp's USE&P Tax Manager & Division Controller I had to deal with federal, state and local government (primarily tax related).
