what is happening to Vital? I saw there was some insider selling and I know about the financings but why the continued downside? Seems like a good time to buy some more.

The same thing that is happening to the entire sector. Part of the herd that is heading south. Both VTLE and CPE are down over 7%.

CPE and VTLE are "High Beta" stocks because they have a relatively low number of shares outstanding, so one large sell can trigger a selloff. They are both very profitable at $80 or even $70 WTI.
