I was a Windfall Profit Tax expert in the early 1980's.

IMO it was an incredibly stupid tax that was just passed on to consumers. It will increase gasoline prices. Simple: If you tax a commodity, it increases the price to consumers of the commodity.

Refiners are "price takers", not "price makers" of oil.
