NG supply has already been banned in NY

National Grid is desperately trying not to run out of natural gas for its customers in Brooklyn and Queens (on Long Island). For several years the company has fought a battle to run a tiny pipeline to its Greenpoint, Brooklyn facility to provide extra natural gas. National Grid has a backup plan in case it can’t complete the pipeline project–add two extra LNG vaporizers to the Greenpoint facility to turn trucked LNG back into gas that can flow through the system. A so-called independent consultant reviewed the plan and filed a report last November with the state Public Utility Commission saying National Grid’s vaporizers aren’t needed (see NY PSC Consultant Says National Grid Doesn’t Need Brooklyn LNG). The PSC took its cue from the consultant and yesterday denied a request by National Grid to build the vaporize

The PSC’s decision means National Grid cannot recoup the costs of building the vaporizers (estimated at $70 million) from ratepayers if it eventually does build them. Ultimately it is the NY Dept. of Environmental Conservation (DEC) that will make a decision on whether or not National Grid can actually build the vaporizers. The DEC, which must issue an air permit, is doing what it always does with fossil energy projects: repeatedly delay the decision before eventually denying the permit (see NY DEC Continues Delay-then-Deny Tactic re Brooklyn LNG Terminal).

In addition to pushback from the PSC and the foot-dragging of the DEC, two New York City Councilmembers introduced a resolution last fall to block the construction of gas vaporizer expansions (see NYC Council Members Intro Bill to Block More NatGas to Brooklyn).

NYC and NY State seem hellbent on making its most vulnerable citizens suffer, which is what will happen if residents in Brooklyn and Queens run out of natural gas.
