For the last five years, only three countries outside of OPEC have increased oil production: The U.S., Canada and Brazil
Out side of these three countries and OPEC the rest of the world's oil production (including Russia) declined by 600,000 barrels per day. Despite $100/bbl oil for that period.
Now you can scratch Brazil off the list:

Today's oil price is unstainable. Only three OPEC countries can survive at $60 oil and non-OPEC production will be on steady decline by year-end.
