What is the main reason(s) for NMG's stock price decline over last couple years and is it now a Buy?

MY TAKE is that investors in mining companies get "Investor Fatigue" because it takes so long (decades) for discoveries to become revenue producing mines. This is not unique to NMG.
What we learned at the luncheon is that within a few months, NMG's largest shareholders (including GM and Panasonic) will need to approve Phase Two of the mine's development. If approved, GM and Panasonic will each contribute an additional $275 million of equity (up from the $25 million each of them contributed last year).
Approval of the Phase Two FID should draw a lot of attention to this stock. NMG will go from a "Story Stock" to a real mining company with a lot of upside.

GM and Panasonic each hold 8% of the equity in NMG.
